How is the truck support made? If it's a central post with a spring between the truck and chassis, there may be something catching if the wheels aren't touching the rails. If it's a swiveling bracket, you may be able to just bend it down a little so the truck can rest on the rails properly.

The front truck is not touching the rails, maybe I'll add some small washers and see what that does.

Two thoughts - MTH does not have any?
Does it really need the spring? I remove a lot of those down pressure springs on both lead trucks and trailing trucks - they just rob pulling power and often track just as well without the spring.
