I've got all UP motive power and cabooses and am re-doing two caboose paint jobs. Today I tried out some Badger Modelflex armour yellow with my airbrush and am unhappy with the color. I know there is a range to expect, but I think this is out of bounds, at least for me. It's just too plain yellow. I will attach a photo below that includes (left to right) BLI, Kato, old Proto 2000, Walthers, and two Athearns. The mismatch is worse than apparent in the photo. I painted over a gray primer and have not continued with additional coats as I don't think that will change my opinion. I probably will abandon the rebuilds if I can't do better on color match.
Can anyone recommend a currently available paint (water based preferred) in this color that you know is a better match to what's typical? Thanks in advance!

That yellow will darken up with further coats. Try at least 3 coats maybe 4. Polyscale would be the only other water based paint that I can think of but has been discontinued, however you can check with some shops as they might still have some in stock.

This link, http://www.microscale.com/Floquil%20Color%20Chart.pdf, suggests Testors 2118 Deep Yellow. There is a color sample if you scroll down. Unfortunately, it is an enamel.
Try Googling your paint color and see what comes up. There could be some on Ebay, Amazon or some other stock. I was looking for Rail Brown and when the color in the Microscale chart wasn't a match, I was advised to develop my own substitutions which I have already started. Sad to say, the day may be over when custom colors such as the one you are seeking are over.
