jsanchezKato makes a transition track, that allows a modeler to use Atlas or Peco track without roadbed underneath, this works great for modeling industrial spurs.
If talking about N scale, the transition piece is not needed when transitioning from Kato Unitrak to Atlas track. That piece is specifically designed for use with Tomix track in the Japanese market. If you want to join Atlas Track (with no roadbed) and Kato unitrak, just remove the "unijoiner" (plastic piece with rail joiner) from the end of the kato unitrack and just add a standard rail joiner. There will be a height difference between the Kato track and Atlas track, but they should connect without issue.
I have Kato and Atlas track in code 55. They both have the same height of the rail when put together.

The kato part number is 20-045. It is noted on the Kato website and catalog as the Atlas snap track conversion piece. It is for N scale and quite handy for connecting Atlas track without roadbed to Kato Unitrack.
