Im building an HO scale model on 3x6 foot piece of plywood. What radius will my turns need to be to have enough spare around the outside and for my train to run smoothly??

The recommended minimum radius for HO is 18 inchs, so 3 feet is to small.

You could build a point to point railway instead i.e one end of the board to the other

Before you create grief for yourself you may want to go out and buy a Plan book.
Some recommendations:

101 Track Plans by Linn Wescott
Atlas Track Plans
48 Top Notch Track Plans by Kalmbach Publishing

Unless your willing to go with 15" radius, which means short wheel base engines, you're going to run into some nasty situations. If room is an issue then go with NRZmac's idea of point to point or go to N scale. Some have built some awsome layouts on doors.

I did get a chance to see a layout with 15" curves. Very well done but even the Rolling Stock had been modified to look reasonable.
