Tough one to answer. Digitrax, NCE, Lenz, TCS are comparable. You should make sure that you get decoders that offer "Quiet or Silent" running. Throughout the year the various DCC vendors like Tony's Trains Xchange, Litchfield Station, and Regis DCC offer specials and discounts. [:D]

IMHO dollar for dollar you can't go wrong with the Digitrax Zephyr for a layout that's going to be operated by one to three people. [;)]

I would go with Digitrax Super Empire Builder. Good for the money and more than enough capability for a growing model empire. I found the best price at Digistar DCC. They usually run an ad in MR.

"Best for the money, dollar for dollar" you ask? That might put you into one of the expensive starter sets ......NCE Power Pro , one of the Digitrax's, etc. They have more power and features that you may use later.

But do you need to, and want to, spend the bucks at this time? You still need to buy the decoders, and another engine is always nice. That might be the question for you? After studying the situation for my own purchase, I agree with Antonio and think that the Zephyr is great, and expandable, and affordable. I had to go bigger because I have more engines running than you, and a couple of other reasons.

This question has been bantered around on this forum at least 50 times. There is no "best" system, because everyone has different needs and desires. As always, the majority of people will recommend Digitrax, because that seems to be what the majority uses. That does not necessarily make Digitrax the best, though. The best course of action is to review the pro's and con's of each system on a site such as Tony's Train Exchange, where all of the various systems are rated. (http://www.tonystrains.com)
