Since we are lacking that detail at this point, remember these could be trucks modeling the modern inside bearing trucks, so they have a ceneter support where the axles run through and nothing outboard of the wheels.
But regardless, if the existing ones ran 7 years of continuous display running, I'd just replace them with the exact same thing. If available. We know how manufacturers are getting with spare parts these days.

Metal axles rubbing against metal bolsters are going to wear faster than metal rubbing delrin. You said the orginal trucks lasted 7 years of display running. Thats pretty good so I would use something similar again.
If we are refering to HO, the BB Athearn passenger trucks are well made and easily adapted to other cars. Replacement metal wheels are available from many sources which will fit the Athearn trucks.

You'll probably need to be a little more specific than "older Amtrak." That covers a lot of territory and thus different types of trucks.

I have a consist of twelve cars .Theyare the older type Amtrak cars . Now , the problem .They have been run at least two hours a day for over seven years .Yes , they are part of a public display .Problem , the bolsters are plastic .The teensy weensy holes for the axle ends are worn kind of eggshape . I need to replace the trucks and wheels .What is the best type of trucks with metal wheels and bolsters ? I would appreciate any input possible . Can you help me ? ModelTrain detailer
