In 1996 I was in Canada/ Vancouver and saw passing by a freighttrain of sulphur cars /lettered as sulfar car. What for a paint (maybe black) and decals have they? Which company makes decals in HO for these cars?

You can find photos of Sultran gondolas at http://freight.railfan.ca/sulx.html. See also my response on the Trains.com forum. I don't know if anyone makes Sultran decals.
