You guys are right, it was the I-1 that got a new boiler in 1995.

My recollection is the same as Pete's. The I1 (2-10-0) boiler was in essence the same as the Bowser/Penn Line K4 and L1 boiler so was indeed slightly undersized for the I1 (but close enough that few were bothered and unless you had a brass engine of correct size few were likely even to notice). Penn Line made a number of their boiler castings do double duty (aided by the Pennsy's propensity to standardize). Penn Line never had an M or M1 and I cannot speak about the Class M/M1 other than to note that by that time those would have been pure Bowser productions with new tooling and thus no need for compromises since they weren't borrowing the boiler from any existing model.

I was always under the impression that it was the I1s and L1s boilers that had the size issue. Anyway it was when they switched to making them out of zinc from lead is when the re-tooling took place. Shortly after acquiring the Penn line company is when wholesale changes were made by Bowser. Bowsers web site has loads of information on the companies they have acquired through the years and any E-mail I have sent has been answered in a friendly and timely manner.

I understand the original was undersize and was later updated to the correct dimensions. If anyone knows the actual measurement of the two, I'd appreciate it (and what date the correction was available).
