The only thing that I see is that the storage tanks do not have containment berms arounbd them. Every r\efinery that I have ever seen has these incase of apillo.

I found some info. on oil refineries that someone might be interested in. It pretty much shows the whole process of refining and what structures are involved. On the same site is a sales catalog type thing for O Scale Oil Refinery Buildings, you could probably use the photos on the site for scratch building ideas...
