Making one should be fairly simple. Use your color printer on a piece of acetate (such as is used on overhead projectors). Print it backwards so that the printed side will be inside the lamp housing and thus protected from scratches. Build a little box with an LED and plant it on your railroad.

Well, it appears from their web sites that it is not Tomar Industries, NJ International, BLMA, or Oregon Rail Supply, the four major makers of HO scale signals and components, and there is no such item shown in the Walthers 2012 HO scale catalog.
Why don't you ask the friend who told you this, who makes them.
