I have a Testors Model Master Custom Enamel System Leather paint bottle. After I paint the passenger coach seats, do I have to apply clear coat to them to make them look shiny?

I suppose you could.  But realistically, how visible will those coach seats be viewing them from two feet away through plastic window "glass"?

No, you don't need to over coat them with anything.
