Well, the building itself isn't that complicated, as you can see from the article, concrete block w/ windows & doors (Pikestuff, I suppose).  You probably could design your own with that information ('reverse engineer')., modified to suit your location & purposes.
Otherwise, yeah, you'll need to buy the back issue (or the 75th anniversery DVD).

That's the problem with the internet all by itself.  It won't let you download copyrighted materials because that stuff isn't posted on-line all the time.  Model railroading and most hobbies require money.
