How to clean off excess CA?

Any suggestions for cleaning off excess CA from model surfaces welcomed, also to techniques for applying in controlled fashion. I foolishly applied directly from the bottle nozzle rather than using a tooth pick to meter out CA to join brass part to styrene boiler, resulting in CA around and not in joint. Will it dry out and can it be painted over?

There's always CA Debonder. But be careful, it can melt plastic (It's brutal on Resin)
