Renove the front truck. The wheels are just pressed or pushed  on the axel. You will be able to get a better look at it.  If the wheel is not square on the axel i don't think you will be able to use that wheel. The hole is probably not drilled properly. If it's the wheel with the plastic insulating insert it may not be seated correctly. The wheel should come off with a little twisting and pulling in you hands. The insert can be pressed to seat it.

If you call the Bachmann service department , be nice, and explain you need a new front truck they will probably send you a new one at no charge. They have sent me new parts under warranty several times and never a charge.

Bachmann will usually replace defective parts if you write, call or e-mail them.  If you don't want to mess with the wheel, ask for a replacement front truck.

I have an HO Spectrum 4-8-2 steam locomotive (C&O) that was DC when I purchased it at a show. I recently had it made DCC because my around the walls layout is strictly DCC. This is the first time I've ever operatied the locomotive. I noticed one of the wheels on the 4-wheel front truck is crooked on the axle. That is, the "plane" of the wheel is not perpendicular with the axle.

I don't want to squeeze or force anything into the correct position......... How do I fix this wheel so that it rolls "true"? I don't want to risk breaking anything.
