Hello,

Yes, it's tarnish. I tried Never Dull on a small section and it does come off with a lot of rubbing.

 Is it definitely tarnish or does it look like someone tried to paint it?

I have purchased some really old brass HO trains. They are almost black with tarnish. Can I dip the shells in a solution to remove the tarnish or do I have to use the manual hand rubbing way? Thanks. mbtacom muter
