Maybe the ratings are by Dan Morgan or someone who is a relative or close friend. Star ratings are pretty meaningless because they are too easily faked.
I've noticed that many topics on these forums have star ratings, which I have learned to ignore.
Would love to see his books just for the laughs and giggles.

However a Dan Morgan whose superb New Mexico themed model railroad in N scale was featured in Great Model Railroads 2002 seems to be an entirely different fellow - considerably older. I'd gladly learn from the Dan Morgan who was featured in GMR.

Actually, you can go straight at the source. Yahoo, AT&T, and TDS all have buttons on their e-mail homepage that says "Report as Spam" and should fix him, and you can set rules pretty easily to filter out e-mails with certain words or adresses there too.

Is he the one who offers an E-book allegedly revealing, "The secrets the experts DON'T want you to know?"
I recall that subject (but not that specific name) being flogged around the Forums a couple of years ago. I never received any such offer, but that's probably because I keep a pretty low internet profile.
As for the premise I quoted above, the idea is arrant nonsense. All of the experts have been generous with their expertise, and there are very few things about model railroading at the consumer level that could be described as, "secrets." IIRC, someone who actually had the publication reported that it was simply a rehash of well-known methods.
I don't have the kind of computer expertise that would add Dan Morgan to your spam-blocker software. Hopefully, someone here does.

Has anyone else out there received emails from a guy by the name of Dan Morgan,
and been offered books on model railroading?
I have never purchased anything from him, and even asked to be taken off the email list, but then every few months, I get a series of emails talking about his series of books on model railroading.
Anyone have similar experiences with this guy?
