Drawings of this locomotive in HO scale were published in the December 1994 issue of Railroad Model Craftsman magazine. If that is still available as a back issue from the publisher, it shouldn't cost too much. The cover price is $2-95!

If a library in your area has a copy of the magazine, they may allow you to photocopy the drawing. I believe this is allowed under copyright laws.

Diesel Era magazine has also more recently published detailed drawings of Dash 9 locomotives, and may have back issues available.
