The choice is fairly limited.
The MDC "Old-timer".
The Power 2-8-0.

After that its brass. 1900 era 2-8-0's go for $150-350 on E-bay.

Its a vastly under marketed era.

Kit-bashing might be your best bet.
What class Alco-Brooks 2-8-0?
I would like to model AT&SF class 2439 (1904) and class2442 (1906) Alco-Brooks 2-8-0s Acquired from the Bradshaw Mountain Railroad. These had 50" drivers and I think I'll probably build from scratch or try to bash an MDC kit using just the chassis.

Don't forget the Bowser "generic" 2-8-0 made from old Varney dies.

Larry
I've been doing a little reserch on the Bradshaw Mountain Railroad and the Prescott and Eastern Railroad.
I've found some info on the net, but most from talking to people in this area and going out and tracing the old right of ways.

As Dave H said above, the MDC Old Timer 2-8-0 and the recently discountinued Model Power 2-8-0 are about your only non-brass choices with 50" drivers. Both of these models represent Baldwins.

Dave N: the Bowser ex Varney "old Lady" consolidation is much larger, with 63" drivers. It is more representative of a locomotive with a 1910 - 1920 build date.

Another possibility for the chassis is a shorten Spectrum 2-10-0. It has 52" drivers.......

I further suggest that you look at the steam locomotive scratch building/bashing article in Mainline Modeler (using plastic, others using brass) and Model Railroader (brass).
