There was a post on here a few days ago that said Bowser was going to make kits again on a limited basis.

Here's the thread.

I checked Bowser prices on their website and I found a kit with valve gear and superdetails adds up to $177.80. I don't know whether they are actually still available. But as an alternative, I found two brass H10 models by Gem for $250 each at Caboose Hobbies. If you can afford the extra $, I would consider the brass well worth the price. Sunset also imported the H8, 9, 10 series and I have seen them at about the same price. I have two of them and I am very happy with them. And brass will hold its value much better than a Bowser kit loco. Just something to think about as you track down your 2-8-0.

Just a question--have you tried Bowser directly?  Even though they're discontinuing their steam, they may have some kits still in stock.  It might be worth a try.

You might try PF&S Railway supply out in Central WA state. They can be found online but don't have a website. They do prompt mail order. I saw a few Bowser locos out there a few months back and was thinking they'd had them awhile. Here's a phone # 509-266-4375. BILL

In Lewiston Idaho, where they filmed Breakheart pass.

I am looking for a G-5 ten wheeler and a H-9 consolidated. Since Bowser discontinued these, they have been harder to find then a needle in a hay stack. I thought I had found one but the shop had not updated its web site. If anyone knows of shop that might have either or both of these, I would appreciate knowing about it. Thanks
