Nope.  The loco the OP is asking about is a Proto2000 SW9/SW1200.  They also use the H-10-44 on that layout, but it is orange and gray while the SW is painted in the Milwaukee's later orange and black scheme.  I did check the page in question in the Jan 09 issue.  There are two photos of the H-10-44 in action, but the photo with David and Cody features the SW crossing the river on the leading edge of the layout.

The SW is also seen in action during the opening sequence of some of the Beer Line construction videos that MR has posted on their website.

I don't have the mag in front of me, but this is the Fairbanks Morse H-10-44....

However the pics as I recall also show a Milwaukee EMD (General Motors) switcher. I'm not sure if the maker was identified, but I think it's a BLI SW-7....

The FM switcher currently is only available orange and gray, and I believe that's the one they use on the Beer Line, so it was probably the orange and black EMD switcher you saw. (Walthers old FM H-10-44 was available in the later Milwaukee orange and black scheme, but I'm pretty sure MR is using the new version.)

I think you are talking about the Walthers P2K H10-44 in Milwaukee Road.

Who makes the black and orange train that is on Page 47 of the January 09 issue?  Its on the leading edge of the photo with David and Cody.
