Slowing down Locomotives that have Digitrax DH121 and NCE D102 Decoders

I have been unable to speed match the above decoders with Soundtraxx decoders. Both Digitrax and NCE tell me I should be able to slow these decoders down. I have tried using V-max and V-mid as well as the speed tables to no avail. I have already increased the speed of the Soundtraxx decoders but still have a wide variance in speed.Has anyone else had this problem and does any one have a solution?
