lists over 2600 1/35 scale, 290 1/32 scale, and 1600 54mm scale figures, or figure sets the vast majority of which are of no use for your project.

Some of them are civilians and children, although mainly WW2 era Europeans. Some of them as well as some of the military subjects may be suitable for converson.

Many visitors to the wall are veterans often wearing anywhere from pieces of their old uniforms. to complete uniforms. Others may be active service persons in uniform.

Also there is some crossover between civilian and military clothing. Civilian styles influaece military uniform design, and uniforms influence civilian styles

The traditional modle RR scales are too far off to be useful although some 1/48 scale might be useful a children.

I tried to sell my two cents worth, but no one would give me a plug nickel for it.

I don't have a leg to stand on.

They may not work for what you want to do but maybe you can use some that are seated and / or children or for forced perspective for distance. Smaller people in the background look further away.

6' tall in 1/48, or O Scale would equal 1.5 inches. 6' tall in 1/35, equals 2.28 inches and 6' tall in 1/32 equals 2.04 inches. A figure 6 feet tall in 1/48th (O scale) would be slightly less than 4.5 feet tall in 1/35th. This is maybe too short. The next scale larger than O scale in readily available parts would be G scale which I think equals 1/22 which would end up being to big. However, if military figures are available in 1/35 or 1/32, I would think they might be easily modified to look civilian.

I am a military modeler, i am currently working on a 1/35 scale diorama of the Vietnam Memorial. I pretty got good info from your site about working with styrofoam, but my main question is civilians. Since most military model companies do not produce civilians, i need a good source and what scale do i need to find for this. 1/35 is the scale, but 1/32 is pretty close. By the way very nice site, loaded with lots info for those of us who do a lot of dioramas.
