I have two of them decorated for SP.  The sound is excellent.  I installed TCS T-1 decoders into mine and run them as a consist.

Consisting BlueLine sound decoders is tricky and requires a lot of patience because you must set up the sound decoder as a consist and then lock it before the motor control decoder is installed and set up as a consist.

If you have only one, this is not a rroblem.

If you're concerned about the sound, you can hear it on the BLI web site.

I'm looking to buy a RSD-15 from Factory Direct Trains. Does anyone on these forums have one?
