Third generation DCC

I was just wondering if anyone could tell me a little more about this third generation DCC. I am considering the move to DCC for my next layout but was wondering when or if this third gen will be available. I figure since I had to tear down my old layout I might as well switch to DCC for my next one. Then I started reading about third gen and although it may be more spendy I might as well switch and get the latest system. If anyone can help me learn more about the availability, features, and cost of the new system it would be greatly appreciated.

I wouldn't worry too much about which generation. If you buy a mid to high end system that has a logical upgrade path you'll be OK.

Logical upgrade path to me means, update the control and any major components by downloading the latest software from the Internet (the real McCoy is a free update anytime it becomes available).
A lot of the "third generation stuff" will be in the capability of the control software, the comm bus being used (it better be fast!). It will also depend how soon some of the "pending" issues i.e. bi-dir communication control/decoders will get sorted out.

I'm leaning towards the NCE procab. Would that be a wise investment? I know it would meet the requirements for running trains and such for any layout I could ever build but does it have all the extras some other systems may have?
