thanks, i got the lionel maintance kit last week after i got out the o scale train for the christmas tree and found out it all needed cleaned and oiled.

Yes it is. My nephew used it on his HO layout after he abandoned O scale.

Sand paper is not generally recommended for HO scale track; regardless of composition.

The only way to know for sure is to try it. I would suggest "testing" on an extra piece of sectional track, not on your actual layout.
