From the looks of it it appears to be a 60' flat with a 40ft container and surplus 20' military smooth side shipping container married together on it. I would start with a MDC 60' TTX flat and an Athearn or Walthers 40' corrugated side hi-cube container and cut the side to accomodate the sliding door, which i'd use sheet styrene for. I thought someone like Minitanks (Roco) made one but I couldn't find it in Walthers. I guess you could use a 20' smooth side or cut down a larger smooth side to fit you needs. I'd get some strip styrene shapes to make the mounts that they sit on. That's how I'd do it. Hope it helps.

Does anybody have a clue as to how I can make the SPC kitbashed car below? I am thinking that I can do it in much the same mannor as the one below.
Is that a 40ft container? Also in the upper right corner is a horizontal piece of metal. Does anyone know of a model similar to this container? Also does anyone have any suggestions for the thing to the right of the container?
And finally is their anyone that can tell what kind of flat that was originally?
Thanks
Here is some more info on it:
