I've never heard of it, but on my layout I use the DALLEE electronics system train detection circuits. It's really easy to wire and works with both DC and DCC.

All you have to do is cut a gap in the rails to make a block, run a wire from the power source thru the voltage detector on the train detection circuit and then solder the same wire to the rail within the block. The voltage detector senses the voltage drop when the train enters the block and opens or closes the relays to operate signals and or cut the power or turn on the power to the rails for train control. They aren't very expensive either. I think i paid around $30.00 for each circuit.

They suggest that you purchase a "stay alive" circuit but it won't work with DCC because of the capacitors in the component. (Capacitors and DCC don't get along too well.) You won't need one anyway if the system is DCC, all you have to do is solder some resistors across the wheel sets of the rolling stock to indicate "block occupancy" for an occupied block of rolling stock not attached to a locomotive on a siding.
