I have been looking for an article I believe ran in Model Railroder. It was about everything you would need to set up a oil refinery and tanks.
If anyone knows if this is in an issue or where I might find info.

I am planning to put a tank farm in one corner of the basement layout. What I need to know is if all the tank cars going there must be from the same company as the owner of the farm. This is not a refinery. My understanding is that the product is piped in and is just stored at the "farm" until needed elsewhere.
I recently heard that ANY company's tank cars or vehicles can show up at one of these facilities, then addivitives are mixed into the raw fuel, oil, whatever, specific to that company's requirements. That would be ideal as any company's rolling stock or fuel trucks could end up at the tank farm.
Does anyone have the low down or any additional info on any of this as I would like to do it as prototypically as possible (or if I don't, at least I can make an informed decision on what I'm "bending".)
Thanks,
