Like others have said, I also just use three or four strands of gray thread with knots tied in it every so often that I Super Glue to 1/16 width wooden posts evenly spaced apart, and wa la!. Barbed wire fence...

I've made my barbed wire from thin wire, painted it with a brush and sprinkled Woodland fine turf on to the wet wire.
Here you see this fence at my modul "Naumburg":
And this pic shows the fence from ADM at our "Silicon Valley":

Check a company that is called Games Workshop. Under their Warhammer40000 selection they do sell a very nice barbed wire.

Iused thread and toothpicks. Cut the tops off and made a stick about 10 scale feet long and used that for spacing the posts. Then CA'd the tread on. I think it was easier to place the thread on the outside of the posts instead on the inside where it should be.
There was a thread started last week I believe that covered the making of barbed wire fences, and it was stated that the barbs on a fence would be so small in HO scale you could not see them.
Simply use gray sewing thread, and I used small finishing nails painted orange with a silver top to make my ''T" post.
If you cannot find the previous thread, I will go more into detail. Do you want steel post or wooden? Mike
I did it once for a diarama of WW2 model airplane, it was out of scale, but it gave the impresion of barbwire.
Take your favorite thread that looks like scale wire, and tie a simple overhand knot in it every so often with another piece of that thread.
I take a second piece of the same type of thread, and tie it on the first piece just loose enough that it can still slide on the 'wire' and then once I have several I slide them into position ( about where it looks right then trim the ends of the knots, then just a dab of super glue to hold the knots in place, and stiffen it up once it was were I wanted it.
