Modern drives and sound systems on DC should not take more than about 10 volts to get moving, maybe 11. The ampifier should start driving the speaker near 6-7 volts, typically. I think your locomotive has a problem.
It should run on DC, but it takes lot of voltage to get it moving. Check the voltage on the track with a voltmeter, and make sure the track and wheels are clean.
