Not being familiar with a Chromebook I did a quick search and found...
"Because ChromeOS is based on Linux, Chromebooks released in 2019 or later (with some select pre-2019 devices also with the capability) can run Linux software. You'll need to enable the Linux environment on your Chromebook, but from there it should be mostly smooth sailing." (Bold type from original web page.)
Depending on the age of your Chromebook Linux might be an option.
You still might need an interface unit between your Chromebook and the stand-alone programming track.

If I remember correctly, there is a flavor of Linux that can be set up to run on many Chromebooks which supports the Linux version of JMRI. I have no experience with this, but I believe there have been several discussions about it both here and on the JMRI group.

What specifically do you want to accomplish with DecoderPro on your iPad?
To use JMRI DecoderPro as a standalone programmer with my Mac Mini [both 2023 version & Mac Mini (Late 2014) running JAVA v11] I have a Digitrax PR3 (superceeded by the PR4) to link the computer via USB to a standalone programming track.
My DCC system is an NCE Wireless Pro Cab with a serial port on the command station/booster.
To use an iPad or iPhone as a throttle using JMRI, you need to connect your computer to your DCC system and use your home WIFI to connect the iOS device.
This is explained in greater detail on the JMRI Decoder Pro website for Mac, PC, and Linux operating systems.
Even then you cannot program CVs from the iOS device.
Knowing what you want to accomplish helps answer your question(s).

There are information and intructions for running JMRI up to the current MacOS version right on the JMRI website.

No.
I am told there is Android support, including for tablets, but since I don't bother with the dark side, I can't confirm how easy it is to install or perform configuration with, etc.
You can run WiThrottle on an iPad, but I do not know if that allows you to interact with JMRI running on a different supported platform or VM.
