Pete is correct. CV63, Master Volume, is the only one you can program directly.
You have to program CV32 to "1" first before changing each CV if it's CV257-512. With Loksound 5, the individual sound CVs are all in that higher range.
Note that you have to program CV32 to "1" each time you start to adjust a separate CV if it's in CV257-512. So to adjust "Horn #1" you would first program CV32 to 1, then go to CV 275 and put in the value you want. Then to adjust "Horn #2 or bell", you would again program CV32 to 1, then call up CV 267 and enter an amount. You have to do the CV32=1 each time.

Individual sound volumes are indexed CVs. You have to program CV31 and 32 first. The programmer does it automatically for me, so I haven't any more information to give you.

I suggest you go to the ESU website and find the cv info for that particular model. I have found the general ESU manual often referenced in the operating manual provided by the loco mfr. is not how ESU programmed the decoder for a specific model. You might be changing the wrong cv.s. if you are referencing the general ESU manual.

Can you read back the affected CVs both before and after each change? That would show us if they are getting modified and either staying the way they should or somehow changing when you didn't expect them to.

I've not seen that issue on the Group.io ESU forum. You certainly could ask there, but I warn you many of the answers will be that you need a lokprogrammer to do anything with an ESU decoder.

Recently I received a Proto GP9 in the Nickle Plate road name, it has a DCC LOK Sound 5 decorder with 6 lighting functions, including a front Warning light, dule head lights front & Rear, and front / rear number boards.
The Master volume CV works fine, but strangely when I try to increase the sound level for any of the individule horn selections the engines warning light becomes disabled and i have to reset back to factory settings in order to get the warning light working again?
According to the ESU LOK sound operating manual I am using the correct CV numbers for the availabe horns and sound value range numbers.
Curious if has anyone else has experienced this issue with the NP GP9 engine?
Otherwise the engine runs very smooth and has factroy set low engine voltage with very smooth gearing for yard switching inparticlular. Bayway Terminal NJ
