Throttle surge on consist

Are they consisted using Digitrax's recommended method through the command station? When running a consist that way I noticed that when starting the commands appear to be sent to each loco in sequence. First one would start, then the second, and finally the third. If the units always stay together you could try giving them all the same address. That way they all get commands at the same time.

Or you could use advanced consisting where all the locos in a consist are given the same consist address.

I am running a consist of three F-3 units (A/B/A).  The F-3s are speed-matched, from the same manufacturer (Kato) and have the same decoder.  I use Digitrax DCC.  The units run smoothly and do not fight each other, but when I reduce speed, the units all surge just a bit before they then slow down.  This happens with each speed reduction, regardless of the speed.

Any idea what is causing this and how to eliminate it?
