They are on same booster but good point. I guess I would be bridging something that should remain separate.

Are the districts on the same power booster? If so, it would work but I personally wouldn't want to mix two power districts in the same physical section of track. Specifically, it could cause unexpected behavior with circuit breakers.
I would think so. Each individual juicer just senses polarity that the frog should be, and switches input sources appropriately. Under the situation you described, both would be available so this should work.
