Yes, if the LED's are wired with resistors to use track power, a regular 9-volt battery will do fine.

I'm planning on showing a passenger dome car with LED lighting in the dome at a train convention soon.  We've been told there will not be outlets available to use and instead must supply a battery for power.  The LED's are 3 volt and are wired with resistors and would normally be on the track with DCC power. Do I just need a small 12 volt battery to do the job?
