You should be able to pull up every cv on your dcc system and alter it. Every engine I have purchased comes with a list of the cvs so you can do this. Alternately check the manufacturers web site, maybe they list that information.

I have an N scale Kato locomotive with sound. I do not know what brand decoder it has. I have an NCE controller, and I think I remember changing the volume while the engine was running. (I'm going to check on that later when I get to the layout.) I don't know if that is possible with every decoder or controller.

Depends, what do you mean by "sound"?
If you are referring to the sound volume level, then yes, you should be able to change that feature.
If you are referring to the prime mover sound, (EMD, GE, Alco, Badwin, etc) that depends on the manufacturer, the generation/version of the sound decoder, etc. Some decoders were pre-programmed with the prime mover and can't be changed. Some of the newer decoders, with new technology, you can change the prime mover.

Yes. It's called Programming On the Main. Or POM for short. Good way to adjust chuff timing, volumes of horns, bells and so on. Some DCC systems will not allow address changes on the main. Lenz has broadcast program that can change CVs on every decoder on the track so be careful if you're using Lenz. Someone at the club did that at a train show and added a ton of momentum and deceleration to every locomotive on the track. Made for a stressful situation.

You can change sound CVs on the fly. I do that routinely, everything from chuff rate to bell ring, from pop-off to steam hiss and brake squeal. Ops Mode with Digitrax, programming on the main with the other systems.

Yes, just dial up the number you programmed the decoder to in Ops mode. I can even change them in consists by dialing up the cab number.

I recall some people suggests to use DecoderPro to adjust CV settings, including speed table while the loco is running...

Greg, I used an expression that I thought was widely understood, but my bad...on the fly means on the move. So, yes, you can change CV values while the locomotive involved is moving. Use POM/Ops Mode. Since the command station sends periodic packets to all decoders receiving signals, it doesn't matter if another locomotive is moving at the same time. That locomotive is not being addressed. During changes to CV where you have to have one active address at a time during the CV changing process, only that decoder will alter its CV values as you instruct it to.
No. The programmer system usually stops all functions before enering the program mode.
