Trouble with Rob Paisley's road crossing circuit

I purchased two road crossing PCB from Rob. I assembled the board and the components have been inserted correctly using the correct components. My problem is that that when I switch power on the lights flash for about 3 seconds and then stops. Power supply is 12Vdc.  On activating the photoransistors nothing works. Can anyone offer assistance in my problem.. At this stage I am not adding any accessories to the unit but may be a Tortoise added at a later date.

I agree.  I have two of his boards, one with gates, the other without gates.  Both work perfectly.  I bought them already built.

I tried to use them with IR detectors for night use.  Rob helped me with that.  It didn't actually work.  I realized I was actually happy with the visible light detectors.

It takes an iron man to play with a toy iron horse.
