Problem using American DCC controllers with a British loco/with TTS sound decoder

I’m new to DCC, and need some help. I have a MRC Tech 6 Controller 2.0 (2 Amps) with the Tech 6 walk around, hand-held controller, and a Bachmann E-Z Command controller. I realize neither of these are very sophisticated, and are beginner DCC boxes. I bought a Hornby R3803TTS Harry Potter Hogwart's Castle 5972 Steam Locomotive (TTS sound) from a British vendor. My problem is that I can’t get the little loco to move. I put it on my test track and tried both controllers. The headlight on the locomotive comes on with both controllers, so I know it’s getting electricity. However, it won’t move or make any sounds. The MRC handheld tells me that it is on address 3, so that’s OK. There are no noises coming from the little engine - no buzzing, humming, nothing.

I have a variety of DC and DCC locomotives of other brands, and they all function on my track with either controller. I haven’t opened the Hornby loco yet to look for loose wires, hoping to exhaust other possibilities first. I’ve tried various CVs in the Hornby instructions to no avail. Is there something I have to do to unlock anything, or is it a voltage problem?

First question: Is your locomotive programmed to address "3"...or, to the cab number?
