Not sure what you mean by "adjusting values" as opposed to "CV editing". You would edit (change) a CV's value to adjust it.
That said, with the PR4 you can edit or adjust the CV values on just about any DCC decoder. I won't say "all" decoders because I don't think anyone has ever tested "all" of them with the PR4. But I've never encountered one my PR4 won't handle, nor have I ever heard of any that a functioning PR4 setup wouldn't program. (Of course, that excludes reading those early MRC decoders that don't support readback because MRC apparently decided that nobody needed to...)
But as Randy mentioned, the sound files are proprietary for each manufacturer so you can't load an ESU file with a PR4 (Or a Digitrax sound file with a LokProgrammer), etc.
The sound part is proprietary to each brand. The PR4 can only load sounds into Digitrax sound decoders.

Have been curious what decoders the Pr4 programmer will work with. not just adjusting values but full on sound file modification and cv editing. Any other brands than Digitrax?
