On most Soundtraxx decoders, setting CV113 (timeout) to anything other than 0 makes the engine silent until it's addressed. However, I don't think Sound Value engines have that CV?

Which engines?  Every thread I've read here is that Sound Value engines start up with sound on power on.  They are Soundtrax mongrels.

The "other" Bachmanns that don't do this are two S2's and a 4-4-0

I have two locos with this decoder, a Walthers SD60 and a Bachmann 2-6-0.  The muting function, F8, works but after either loco is removed from the throttle, the sound is back on when track power is turned on. Ideally, sound should return when those locos are reassigned to a throttle and the throttle is moved to speeed step one or beyond.  Is there a CV setting I unaware of or is this just not possible with some Sound Value decoders?  I have other engines with this decoder and this is not an issue.
