The BlueRail board looks like it's $70 on their web site. But it's far too large for most N scale diesels.
Conventional DCC, using WiThrottle (for Apple devices) or Engine Driver (for Android) lets you use a phone wirelessly to control the trains, and there are DCC decoders for nearly any N scale loco (even sound ones). There are multiple ways of getting the wifi connectivity, MRC and Digitrax have direct adapters that connect to their systems, or JMRI can be used with just about any DCC system, and ESU's system actually comes that way - the throttle is an Android device that connects to the command station via wifi.

Hi folks, I am returning to a beloved hobby after some absence from it. I am interested in running an N scale layout using an app via my phone or tablet. the Bachman E-Z App seems to be for HO only, and I have discovered Bluerail, which offers a circuit board for about $140. Is there an app available for N scale that is close to what I am looking for? Thanks.
