My scale ruler across the tracks caused exactly your problem.
Actually it wouldn't in your case, because the powercab would reset.

I have a ten year old Power cab. Put a quarter on the track. Does the Cab shut down and reset when you take the quarter off? I have heard many talk about the quarter test.
My meter reads 13.6 vac with no loco on the track. That will vary with different meters. Been a few years. Just recalled. It agrees with my oscilloscope which is digital and also reads in rms.

The first question that comes to mind is what was wrong with the old one and are the two problems related?
Assuming you've measured the track voltage and this was a previously normally functioning layout and engines,
There is a reset for the powercab itself on page 59 of the manual.
Experts suggest you not put your email address on any internet forum. The moderator may remove it if he sees it. He will also move this thread to the electrical forum.
I rplaced an older NCE Powercab with a new one and am getting no loco movement even though all power is in the track.
