It takes activity from the detectors to activate the controller flashing citcuit.  If the signals came with resistors they are required to prevent burning out the flashing lights, leave them in and hook up the sensors to the controller.

 I have since purchased a Walthers crossing controller, can i still use the Eve model signals and do i remove the resistor... i cant seem to get the flashing to work, i have not tried the the sensors that came with the controller. I was trying to get them flashing first then add in the sensors.

Any help would be great...

I dug around and came up with the signal in your picture.  It is designed to operate with a manual toggle switch not with IR detection.  To make it work properly you will need a crossing controller or simply use a manual switch as designed.

thanks for updating me..can i still use the EVE unit? are saying i have to buy a controller (What type?) to make this all work with the infareds?

More thought on the subject.
 
The FC-51 module is a very fast switching detector, the detector out will respond up to 10K meaning it will go on and off rapidly as traffic passes it.  To use it to activate your crossing it will need an added delay too or the flasher will go on and off between cars or gaps reflecting the IR beam.
 
You might be better off getting a crossing controller, it will have adjustable delays built in.  
 
The FY-51 is basically made for operating an Arduino processor input and not intended to switch power.  You will be able to find current switching type IR detectors but they will also need a method of adjusting delay to prevent the flasher from going on and off between cars.

I’m using the same IR detector for my signals.  The IR module is a FC-51 and the connector pins are labeled on the board.  Detector output on the left, Ground is the center pin and +5 volts is on the right.
 
The EVE module appears to be a flasher only.  You will need something to switch the power on and off to the EVE module.  The FC-51 won’t handle the current needed for the module.  You will need an electronic relay (built-in solid state relay driver).
 
If you have a bit electronic background I could send you a circuit to make a driver to operate the EVE module using a MPSA13 Darlington transistor.

After thinking about the switching current in my note below it won't handel any external current, it has two onboard LEDs that will draw several milliamps internally, the LM393 could already be close to max current.
 
I checked the output current of the LM393 used in the FC-51 and it will sink 16ma max.  If your flasher doesn’t draw over 15ma I might work switching ground to the EVE module.
