Search with Google. Some years ago I use to use Litchfield Station. Prices and shipping were good and service was good along with repair once. Motor driver after a year. Replacement if the decoder does fail I have seen in a couple discussions.

When Bruce Petraca use to run the place he sent a document once that showed the machine that made and tested the decoders. I still have it somewhere. Rich

I will second the mention of Litchfield Station. They are about the least expensive of the retailers. And if you are  ordering just 1 decoder, the shipping will be $4.

BUT, if you are looking for FREE shipping,  then Yankee Dabbler's online EvilBAY store will usually have the same price as Litchfield Station, but have FREE shipping. 

Just depends if you want to use EvilBay. I have used both when one or the other didn't have the particular item. Both are fast shippers.

 If you are East of the Mississippi, check Modeltrainstuff. 

There are more sellers than anyone can possibly list, and everyone will have their favorites. Honestly, the prices will all be within a dollar or two of each other, so the whole thing is rather pointless.
