All my sounds change as speed increasd but that was with new installs.
When I did resets, after CV8, enter 8, I would cycle track power. I would see the loco lights flash sixteen times for a good reset.
If I did not cycle track power I usually did not get a reset.

I'm beginning to realize that Windows 10 and sound decoders have a lot in common. There are so many things you have to change in order to get them to work the way you want.

Yes, there is. Sounds like maybe manual notching got turned on. The cv is 114. I THINK you set it to 39 for automatic notching. Read the cv on the programming track first though. If that doesn't work, or makes it worse, try a factory reset of the decoder.
i just started using the NCE power cab and have installed a Tsunami 2 decoder. I’ve not that the sound stays the same no matter how fast the loco is going . The only notable sound change is from 1 to 2 speed step. Is there a cv setting for this?
