Wow sound kit for Bachmann 4-4-0

I refer to that all the time, but I can't see the Bachmann LED, however it's unlikely that they installed it backwards and it worked in DC. 

And after installation, I have no headlight.  I had one before, and the diagram shows it's an LED and I attached wires to the new board, one by one as I detached them from the old board so I'm 100% sure I got it right.

Wow sound has both a sound mode and a light mode and my understanding is that the light mode should also enable the sounds.  I've got good sound but no light. I got sidetracked with deceleration and top speed and chuff rate. 

I understand from the directions and one of Tom's prior posts, that the Wow sound has a coast mode, where the chuffs go away when the loco is going down hill or not working.  The more I monkeyed with the chuffs, the more they went silent on flat track.  I ended up doing a decoder reset and calling it a day.  TSC Wow sound decoders don't reset by changing CV 8 to 0, that was interesting, too.

 Blue on a decoder is positive for the functioons, common to all.

White is the negative for the headlight.

I'm having a brain cramp as I knew the answer to this once upon a time.

I am replacing a Bachmann DCC board with a WOW sound board.  Besides the motor and track connections, which are identically labeled I have positive and negative on the Bachmann and Blue and White on the Wow.

Edit On further googling blue is positive?
