The official word is this:

Yahoo groups are being shut down eventually (so I heard the rumblings of).  Currently its on life support.  All major group owners are in the process of finding new services to use.  

This is the result of yahoo downsizing to focus on profitable ventures, especially after the sale.  This following the closing their marketplace, profiles, games, and messenger, which all have been shutdown.

Interestingly enough, I happen to be a member of a Digitrax users Yahoo group, and just got a notification from that group's admin that the group is automatically migrating to Groups.io. So, I would register for an account at Groups.io and sign up for the NCE group there.
 

 

 
It doesn't work quite that way.  Groups from Yahoo don't "automatically migrate to groups.io"
 
The Digitrax group's owners made a conscious decision to move their group from Yahoo to groups.io.  Once they made that decision, they "got in line" to do the migration using the tools provided by groups.io.

Sorry, but I can only reply to what was actually posted.

In any event, signing up for groups.io will not help the OP get to the "official" NCE list, which still lives on Yahoo.

NCE-DCC is the 'official' one. I never uses a Yahoo email address so I never had the hacking issue many did, I just signed up for various Yahoo groups with my gmail account. I've seen posts on some of the grooups where people seem to think you MUST use a Yahoo email - no, you don't. Yahoo email stinks anyway.

The Groups WERE good - before they came out with the "Neo" interface - which really was just a way to cram more ads in it. Now that Verizon owns Yahoo, I doubt they have any interest at all in keeping Groups, it just doesn't make any money. Nice thing about it being the original developer, the transfer to groups.io goes pretty smoothly and is mostly automatic after you push the button. Only one person so far has complained about the Digitrax move, and I am 100% certain it's a PEBCAK error. Signing up was flawless for me, and that's when I also discovered the 3rd PlanIt group had been moved - if you were a memober of a group on Yahoo and it gets moved to groups.io, you are automatically a member there, so under My Groups it showed Digitrax AND 3rd PlanIt. Hopefully the rest of the useful ones will move there as well, particularly the CMRI and model railroading with Arduino. The Yahoo interface is all but useless, and the search capability makes the search here look better than Google.

 And Yahoo News - don;t even go there unless you like malware. Starting right about the time they hired a completely unqualified CEO, half the news stories got repalced with "sponsored content" which is not so secret code for site that don't care who buys their advertising space and pretty much guarantee malware popups regardless of any popup blockers you might use - most of the fake "you computer is infected! Click here to clean" variety where your computer is NOT infected - until you click where it says. And you can't close the window, all you can do is end task in task manager on all browser tasks. Similar to those clickbait sites on Facebook "10 little known facts about George Washington", after about the third page you get stuck on a page that says you just won a new iPhone X, just answer the question. With dozens of 'real' testamonials that say "I thought this was fake, then I got my new phone in the mail!"

What is the name of the list you are referring to?

The is one called NCE-SYS1, and it has seen nothing since December 2017.  There may be several mailing lists about NCE.  The OP hasn't said exactly what list he tried to join either. 

I am a member of the Yahoo Groups NCE-DCC forum. I believe that NCE officially sanctions that forum. The forum admins are top rate, knowledgeable, and enforce the rules, in particular, the topic stays technical, no nonsense allowed.

Some groups are migrating to GroupsIO, created by the same person who originally created EGroups, which Yahoo bought years ago. YahooGroups, and the administration by Yahoo (he was part of YG for a while) became something he didn't like, so he set about to create something that worked the way EGroups should have.

Those tools gave the Digitrax group owners the options to migrate the group's archive, the group's files section, the group's photo section, the group's membership, and other aspects of the original Yahoo group.
 
So nothing migrated "automatically".  It was all done by the group's owners making a set of decisions about what and how to migrate.
 
And yes, I belong to both the NCE group on Yahoo (as well as several other groups which remain on Yahoo) and the Digitrax group which the owners have migrated from Yahoo to groups.io (as well as several other former Yahoo groups which have migrated to groups.io).

In fact their spell check stopped working. Go figure.

It didn't stop working as I understand, It was disabled by the admin there because after a long period of unexpected log-offs and problems with the log offs, some members with computer skills traced the problem to the spell-check module of their forum software.  Sice it was disabled, the logoff problem has gone away.

I use to belong to almost twenty Yahoo Groups, mostly DCC, for some years but saw them disintegrating over the past few years as Yahoo has been slowly falling apart. Many users were getting hacked at one time. Had to change password.

I got a Yahoo email address in 1998 and started joining Yahoo groups when Yahoo absorbed a forum.

About almost ten years ago Yahoo slowly started to go downhill. I don't even use Yahoo News page anymore as a home page.

I belong to only one now but I cannot unsubscribe from it. I tried three times and used the proper procedure but rarely see anything anyway.

For me, the MRH forums are the best with the owner always around.

In fact their spell check stopped working. Go figure.

YahooGroups is in the slow process of disintegrating.  So your failed attempt at joining may actually be a problem with their software not working as it should.  Don't expect that experience to get any better..

Rumours don't seem to indicate that Yahoo will see any improvements.  Their new owners may not be interested in maintaining the email listserver system either.  Time will tell.

If it moved to groups.io like the 3rd PlanIt and Digitrax groups, it's not showing up for me over there.

One other thing: Many Yahoo groups are in the middle of transferring elsewhere. That may also be impacting your consideration.

I'm pretty sure it's the reason he can't get in.  I have an "inbox" full of notices from the groups I belong to, that confirm my profile and membership moved to the new place.

I just haven't looked at them yet to see where they went.

Maybe give it a few days, or see if there is a way to contact the forum administrator.

I doubt it.  They let ME in.

 

Did you get a "we don't want you" message?  Or were you "forgot"?

If the former, I wonder if you were mistaken for a robo or a troll.  You aren't, are you?

If the latter, I think there's a time limit for approval.  Say, two weeks.  If the owner does nothing, you get refused.  And since being an owner isn't exactly high paying, it might be that they got distracted.

 

If you want in, I recommend trying again.

 

One other thing:  Many Yahoo groups are in the middle of transferring elsewhere.  That may also be impacting your consideration.
