Unless we're talking something extremely sophisticated like one of the TAT throttles, just about anyone competent with transistor circuits should eb able to figure it out. For all the variations of throttles that were published over the years, they are all pretty much similar in design. There's not much that can go wrong - the main output transistor may be burned out from oen too many shorts, or a potentiometer may be physcally damange - there just isn't tha tmuch that can go wrong.
But, as Lion says, if you have to pay someone to fix it - a new one can cost less than jus tthe shipping to ge tthe broken one to someone and paying somone to reverse engineer a circuit they didn;t design is goign to add up quickly - unless a schematic is available.

A new throttle will cost far less than having that one repaired. Shipping two ways and easily 50$ an hour for labor...
