NCE - DCC Programming a loco address issue

I took a few months off from running my layout and now I'm having an issue programming any loco addresses.   When I put a loco on the program track, and then use the throttle to switch to using program track, the loco lights come on.  When I select "1" use STD (standard), the throttle displays "please wait".  It stays in this status and never displays "Manufacturer: xxxx".   

I'm using a NCE Power Pro 5 AMP system.  I've redone the wiring on the program track but I'm getting the same results.

 Make sure the program track is clean, and the loco wheels as well, if they haven't run in a while. Some sound decoders won;t read without a program track booster, have you tried others, especially ones with just motor decoders?
