After resetting the loco using ESU directions, the sound levels returned to factory specs again.
According to ESU the firmware often gets corrupted and causes various conditions that can only be corrected by the reset of the decoder.
Thanks to everyone for the info and tips on the sound levels. I will be changing the horn to another option again.
Thanks again.
I had the exact opposite problem with mine. Everything too loud!
Gary
If the CV for the horn volume is as high as it will go, the only way to make it louder is to increase the master volume. Once you get the horn as loud as you want it, you'll need to lower the value of the other sound CVs. You can't make the horn louder than the maximum volume possible.
BTW you might try using different horn sounds. I know with some Soundtraxx decoders that the sound of one style of horn might be only half as loud as some other options.
Remember that if this is an OEM sound project and not one of ESU's own, various assignments for functions and sounds could be different than what the manual describes. Try adjusting some of the other individual volumes, the one you think should be adjusting the horn may not be assigned to the horn sound at all.
This has always been one of the reasons I prefer ESU over Tsunami - the horns on ESU decoders are loud and clear and can easily be made louder than the prime mover. None of the Tsunamis I had could do that without dropping the prime mover really low. It may also be a speaker issue - there are most definitely some better than others, and it's not always the biggest that's the best.

Thanks for the info gary and Henry. I adjusted the master volume cv and it did have an immediate effect on all the sound levels. However, the horn is still very low and will not adjust along with the other sound levels.
I will try a factory reset and follow the instructions via cv8 (value8), then tip the loco on one side for 10 seconds and bring it back down. Hopefully this will bring all my sound levels back to normal and factory specs. I will post a reply when i do this tomorrow.
Thank's again for your help. Plus i will download the ESU documentation.
The Manual Gary refered to is downloadable, google ESU. I suppose it could be a speaker problem. To my taste, out of the box sound is too loud.

From the manual I got with mine.
Changing the Master Volume (CV63)
The Master Volume CV controls the volume of all sounds.
Changing the Master Volume Level
To change the Master Volume in Service or Operations Mode, do the following:
• Enter the desired System Volume in CV63. The Master Volume can be set to any value
between 0 (no sound) and 192 (maximum volume). The default value of the Master
Volume parameter is 192.
• When you change the Master Volume in Operations Mode, you will immediately hear the
LokSound sound system operating at the new volume level.
4.2.9 Changing Individual Sound Volumes (CV259.1 through CV371.1)
Table 8 lists the Indexed CVs used to change the volumes of Individual Diesel Sounds as well as their default values.
Table 8 - Using Indexed CVs to Change Volume of an Individual Diesel Sound
See page 29
The volume on my rs-1 decoder is very low and i was trying to increase the horn volume. This is a loc sound decoder that was installed from the factory on my Atlas RS-1.
I tried different cv's but i can't get the volume to increase.
I set the cv 32 to 1, then chenged to value of cv 275 to 128 (max).Still no change. I tried turning the NCE syatem off and back on again, still no change.I am trying to change this in ops mode programming (on the main).
Any help on this would be appreciated.
